    - Transform AOC SFMR public methods to static methods, so the [A|N]SmfrWS/ASfmrRainRate methods can be called using the existing pattern in RoutineDerive.java.  No longer need to write individual IF statements for these routines in DerivedHandler.java and DerivedProcessor.java.
    - Apply the proper logic to the initial guesses of AOC SFMR wind and rain rate for every 1Hz, thanks to a discovery made by Dr. PopStefanija from Prosensing, during a code review in March 2021.
    - Leonard's scripts/send* for N49 winter deployment, in case AirGO does not get installed on N49.
